These can be created from psd files as well as from most other image formats and can be interpreted directly from Photoshop. No plan how this works now with the tga format? Send us your picture and we will be happy to change if necessary. Then just start Counter Strike, select Settings and then upload it - done. Do you have anymore questions, just ask us.
